Under pressure from Lincoln, McClellan finally presented him a plan to launch an offensive on the front of Virginia January 12, 1862. This consisted of a maneuver to bypass the Confederate army, still installed around Manassas, carrying the Army of the Potomac by boat from the Chesapeake Bay to the mouth of the Rappahannock, near the small Urbanna city, 130 kilometers southeast of Manassas. [1] Thus, McClellan wanted his army position midway between Richmond and the Confederate Army to force the Southern attack on land he himself would have chosen. This plan had the advantage of using the Yankee domination at sea to defend naval supply routes while land routes would constantly found under the threat of raids by the Confederate cavalry. However, "the Urbanna Plan", as they called him before, did not like much at Lincoln favored a direct attack by land against the Confederate Army where she was. [2] The president feared more than the Confederates did not go down south to defend Richmond but they seize the opportunity to attack Washington whose defense was supposed to be provided by the Army of the Potomac. [2]

[4] The plan was originally to be implemented in the spring, but on March 9, before the decision was made, Johnson moved his troops to the south, in Culpeper, a small town on the route of the railroad leading from Manassas to Richmond, distant about 80 miles from the Confederate capital. [3] This position had the advantage of being more easily defensible, but especially the Confederate army now stood on the south bank of the Rappahannock, closer to Richmond perfectly able to reach the city to defend before the troops landed in Urbanna not reach. [4]

McClellan did not abandon his plan amphibious operation so far, he suggested simply changing the landing place. A new destination was established at Fort Monroe, located on the peninsula formed by the York and James rivers and still occupied by federal troops. From this position, the Union Army had 110 kilometers to go to reach Richmond. [5] Lincoln marked reluctantly agreed to the new plan but heard all of his authority even mean to McClellan. First, he put his forces to leave the defense of Washington, but he went further. On 11 March, he withdrew his command of the federal army so that it focuses more on that of the Army of the Potomac. [6] Finally, on March 17, the first units of it left Alexandria to join the Fort Monroe. [6]

If Virginia Union trampled, this was not the case at the front of the Mississippi. Decision in February, Forts Henry and Donelson in northwest Tennessee led to the securing of Kentucky and the evacuation of Confederate Forces in Nashville - abandoning so much of Western Tennessee federal troops - and Columbus. [7] Before McClellan began his campaign in the Virginia Peninsula, the Confederation tried to regain the initiative in the Mississippi by sending a force commanded by General Earl Van Dorn invade Missouri via the Arkansas. But once the attempt stopped at the Battle of Pea Ridge, Van Dorn and his men recrossed the Mississippi to return to its eastern shore. [8] Another Southern test took place shortly after to regain the upper hand, when the army of General Beauregard, recently posted on this front, attacked the troops of General Grant, positioned in the southwestern Tennessee, at the Battle of Shiloh. Here, as in Pea Ridge, the Confederates were arrested and forced to withdraw to the city of Corinth, which was subsequently left the northerners still yielding a little more ground to the Union in the Mississippi Valley. [9] For At the same time, the northerner river fleet blew up a key lock defense system of the Confederation of the river, the island No. 10, near New Madrid. New York Tribune appela « A deluge of Victory [in the West ] ». [12] This was followed by the evacuation of Fort Pillow and Memphis. [10] On the other side of the river, the Yankee fleet brought another major blow to the Confederacy taking New Orleans and obtaining the surrender of Confederate positions to Vicksburg but once pushed to the city, the Yankee fleet retreated to the south and southerners a new fortified position high Hudson, so keeping the control of some 300 km of the river. [11] In the first half of the year, the Union was therefore able to carry a heavy blow to the Confederacy by taking control of much of the Mississippi Valley in what the New York Tribune called "A deluge of Victory [ in the West] ". [12]
Because at the same time, New Mexico, Southern Union stopped a push to bring the war in the West, especially to capture the gold mines of Colorado and to reach the Pacific coast. [13] The offensive was halted at the Battle of Glorieta Pass at the end of March - despite a tactical victory for the Confederate troops - and Southerners were forced to retire in Texas, so that can not influence the other fronts achieving a breakthrough in this region whose strategic importance was not reflected in the number of troops. [13]
[14] Finally, during the first half of the year 1862, the Northern navy led operations - some amphibians - along the coasts of the United Carolina and Georgia to install - or strengthen by region - the blockade Confederate coast. [14]

HOW IS TYING UP RESPONSIBLE?

How the hell is tying up your dog responsible? Richmond (Virginia), where I'm from, recently passed this law. It says you can not tie your dog out for more than 1 hour a day. Thats pretty reasonable in my eyes. Its based on the Richmond SPCAs lobbying and ASPCA research that tethered dogs are more terretorial and agressive.
What kind of reason do you have to tie your dog up for more than an hour a day?!
The cities animal control also was very straight forward that such a law will be difficult to enforce and was passed to allow communities to report irresponsible neighbors

The puppy was in the bushes and looked dehydrated and needed medical attention. My girlfriend's friend contacted the Richmond Animal Control Center to come and rescue the puppy. We followed the officer to the emergency vet and the officer informed us that although the puppy looked sickly, it was not serious.
